Chicago is in de jaren dertig, de tijd van de drooglegging, een gewelddadige en corrupte stad. Chicago is ook de stad van Al Capone, de legendarische gangster-zwendelaar. Niemand is er tot nu toe in geslaagd zijn absolute macht over de georganiseerde misdaad in te perken.
Tot het Treasure Departement beslist om het vuile karweitje te laten opknappen door een ietwat bescheiden figuur, Eliott Ness. Ness heeft slechts één doel voor ogen: slagen in zijn opdracht. Maar om in Chicago te overleven heeft hij bondgenoten nodig, waarop hij in alle omstandigheden kan rekenen.
Hij krijgt de steun van Malone, een onvermurwbare luidruchtige Ierse politieofficier, die hem de harde wet van Chicago wil aanleren. Zijn andere medestanders rekruteert hij binnen het Treasure Departement zelf. Stone, een onstuimige kerel en een voortreffelijke schutter, en Wallace, een humoristische maar vastberaden boekhouder.
